Spending Sadaqahs on things other than those intended by the men who practice charity

A: The basic rule is that money given as Sadaqah is different from that given as Zakah. It is your duty to spend it in the ways specified by the donators. It is impermissible to spend this money in other affairs, unless the donators agree, when possible. However, if it impossible to have their agreement and some surplus money, it may be spent on other similar charitable projects. As for the sums given as Zakah, they should be spent in the legal channels specified for Zakah, which are mentioned in the Ayah (Qur'anic verse) of Surah (Qur'anic chapter) Al-Tawbah where Allah (Exalted be He) states: As-Sadaqât (here it means Zakât) are only for the Fuqarâ’ (poor), and the Masâkin (needy) It is unlawful to spend these sums of Zakah on public projects, such as building Masjids, libraries, walls around a graveyard and the like.
