Using checks to obtain international currencies

Q 2: In our country, people are not allowed to transfer their money abroad, and a person who does so is penalized. Is it permissible for a person who wants foreign currency when staying in any country to use a check to get foreign currency?

A: If this means that a person transfers their money from their country to the country where they want their money to be, through some bank, and takes a check to the place where they receive the money, this is permissible.May Allah grant us success.
