Removing tar from the body parts washed during Wudu'

Q 2: In a region called Tihamah Qahtan and maybe in many desert areas, there is a substance called "tar". It has a high density that prevents the water of Wudu' (ablution) from reaching the skin. This substance looks like a modern cosmetic substance called nail polish used by women. So what is the ruling concerning this substance, knowing that they use it to treat and polish their sheep which are their only source of livelihood, after (Part No. 4; Page No. 68


A: If such substance, as mentioned above, prevents water from reaching the parts of the body involved in Wudu', it should be removed before starting Wudu'. Moreover, it should be removed from any part of the body when Ghusl (ritual bath following major ritual impurity) is necessary.May Allah grant us success. May peace and blessings be upon our Prophet Muhammad, his family, and Companions.
