Is it permissible for a person who is reclining, standing, or walking to recite the Glorious Qur'an?

Yes, it is permissible, for permissibility is the original ruling regarding this act. There is no evidence indicating prohibition. This is supported by the description that Allah (Exalted be He) gives to the people endowed with understanding in the following Ayah (Qur'anic verse):
Those who remember Allâh (always, and in prayers) standing, sitting, and lying down on their sides
